In this study we will look at what God ordained government is required to do in order to be legitimate. Big government with its bloated bureaucracy is certainly not the Biblical model, neither is the encroachment upon individual freedom that accompanies modern big government. God intends that people live in the utmost of personal liberty. The function of government is to be severely limited.

In developing our theme it may appear that we support anarchy. The reader should not make this false assumption. Anarchy hinders individual freedom in that there is no safety or place of appeal for wrongs suffered. Without government on the other hand there is no restraint on the actions of the sinful, adamic nature. Therefore, government does have a legitimate role in any society.

God is a God of order. He set the universe on a precise orderly operation. Chaos is always the work of the enemy. Order is the work of God. This work of God can be distorted by human sinfulness, but we should never forsake order because there are extremes.

The Biblical model of government is limited it to three areas of human existence. One, a police force to protect the citizens from the criminal element in society. Two, an army to protect from exterior forces. Even in this, where practical it is not to be a standing army but rather a volunteer reserve force. This may be difficult to achieve in a technological society where highly specialized skill is required to operate the weapons and communications systems. The standing army is a danger historically; in that when a nation has a large and powerful army, it has tended to use that army. Three, an independent judiciary to mediate disputes between citizens. The judiciary would also supervise the punishment of criminals. The punishment would be in accord with the crime. The thief would be required to repay the stolen goods or money plus a penalty. The biblical penalty is 20%. Crime such as rape, murder, or kidnapping,, ( in which no restitution is impossible), would require the death penalty. The guilt or innocence would need to be decided on the basis of facts rather than emotion, lawyer skill, or manipulation of the law.

We shall proceed to develop what I believe to be the Biblical response of the Christian to the modern day government. We shall look at what it takes to be a God ordained government, requiring the loyalty of Christians. We shall also look at what the Christian should do when government falls short of the Biblical pattern.
